The 2nd, actually.  The safest way to travel ever devised was invented by Sean Gilbert in 1799 and it was called “The Safety Tomb”.
First, the traveler is executed.  Once dead, the corpse is embalmed and chilled so as to keep any change from happening within the body.  Said body is then encased permanently in foam, which is surrounded by cement, which is lowered into a vat of molten lead which cools around the form becoming solid and impenetrable.
The chrysalis is then placed in the tomb itself, which stays low to the ground and moves on a set of 456 wheels at speeds never passing 1/90th of one mile per day.  Every person to travel by this conveyance has arrived safely, or is still on the way to their destination.
